CAPS-I members must be in compliance with and adhere to all of the following Standards of Practice. Check all boxes below to indicate your Board/District's compliance with each of the following Standards of Practice:

Homestay Screening by:

NOTE: Homestay Services may be provided through the International Student Program office or by contracting/outsourcing those services. Regardless of each District's situation, the following practices must be adhered

Utilizing a comprehensive application form to compile a profile of prospective homestay families

Conducting criminal/police record checks, provincial child welfare check (where applicable) and personal reference
checks with initial screening of all host families and updated/reviewed per individual Board policy and/or procedures.

Conducting home visits and interviews with prospective homestay families to ensure the following is in place:
private, single room, key/security to the home, meals, desk, access to laundry, access to internet and in compliance with local building codes

Having a formal Code of Conduct/agreement form for homestay families to ensure a minimum level of service is
provided to all students

Having identified staff responsible for the homestay program as well as established process for record keeping

Homestay Monitoring / Support by:

Monitoring all host families to ensure the social, emotional and physical well-being of the students

Having a process in place to deal with homestay conflicts and misunderstandings

Clearly defining expectations for both students and homestays

Providing homestay families with a profile of their student and attend an orientation session or provide a welcome
package prior to arrival. International students should receive a profile of the homestay family, emergency information card, welcome package, Homestay Coordinators contact info, city map, timetable and orientation
session information

Conducting exit interviews or utilize evaluation forms with homestay families and students regarding their
experience

Having a written refund policy related to homestay fees, other related issues (e.g. notice given )

Having dedicated staff responsible for the homestay program/student support

Partner Agents By:

Being aware of and follow the CAPS-I Code of Conduct as it relates to agents

Sharing information with other CAPS-I members of agencies with whom they've had difficulties

Paying commissions and have expectations of agents before & after student arrival in Canada.

Having an agent profile form to collect information

Having a method for screening prospective agents

Working to better develop/manage agent relationships so they work effectively in both directions

Students Are Cared For & Supported by:

Providing an orientation for new international students

Clearly communicating expectations/rules pertaining to students to all students and their Natural & homestay parents

Having an established support network for students beyond the classroom

Supporting transition of international students to University or College

Having established expectations regarding the role of the students custodian

Conducting an assessment of the students English language ability before or after their arrival

CAPS-I membership is a commitment by the participating school district, board or division to agreed upon standards and principles of ethical behavior articulated below. Please indicate your compliance with these principles by checking off the items which apply to your program:

100% publicly-funded school/district/division.

Published program of general public education for international students.

Published tuition fees and any other applicable fees with a clear definition of program scope, length, and resulting certification.

Published refund policy.

Established homestay placement and supervision program responsible to a designated school, district or division administrator.

School, district, or division personnel authorized to evaluate applicant credentials and to permit admission based on established selection criteria.

Designation of an international program staff person with sufficient authority to represent the school, district or division on matters of international education, and to exercise appropriate supervision of student education programs and behaviour in the community.

Student admission and renewal procedures that are in compliance with Citizenship and Immigration Canada policies and procedures.

Ethical recruitment and marketing practices.
